Job Summary: The Lady Medical Officer will be responsible for providing comprehensive maternal, neonatal, and reproductive health services at the MCHC. The position requires independent management of normal vaginal deliveries, early identification and management of obstetric complications, and timely referral of high-risk cases to higher-level health facilities, ensuring quality care for mothers and new borns in a remote setting.

Objective # 1:

 

Effectively contribute to clinical services.

 

  • Conduct independent labor room procedures following standard clinical protocols.
  • Provide antenatal, intrapartum, postnatal, and newborn care services.
  • Identify, manage, and stabilize obstetric and neonatal complications (e.g., PPH, eclampsia, prolonged labor, neonatal distress) before referral.
  • Provide family planning, post-partum care, and counseling services.
  • Manage common gynecological and reproductive health conditions.
  • ·       Ensure adherence to infection prevention and control (IPC).
  •  Handle obstetric and neonatal emergencies with prompt clinical decision-making.
  • Ensure timely and well-documented referral of complicated cases to secondary or tertiary care hospitals.
  • Coordinate with ambulance and referral facilities when required.
  • Lead team in outreach activities of program.
  • Examine possibilities for program expansion at both geographical and sectoral dimensions in the area.

Objective # 2:

 

Effective management of Program Implementation and operation in the area.

  • Ensure proper project follow up and implementation of project activities in line with the donor guidelines, workplans through line management of the PMs (and under the technical guidance of the Head of Program and thematic leads.
  • Maintain accurate medical records, registers, and reporting formats.
  • Supervise and provide on-job guidance to midwives, LHVs, dispenser, and support staff.
  • Ensure rational use of medicines, medical supplies, and delivery kits.
  • Participate in health camps, outreach activities, and community awareness sessions when required.
  •  Promote relevant, needs-based, integrated programming as per directions/guidance in Donor/ PMS integration approaches.
  • Regular Review of project progress against planned objectives and eensure that the program outcomes are align with the contractual agreement.

 

Objective # 3:

 

Area Base Representation/ Coordination and liaison

  • Act as the senior representative of PMS in the province, represent PMS at provincial coordination forums and liaise/exchange information with program Manager and other to ensure common PMS positioning in humanitarian issues.
  • Meet regularly with all relevant stakeholders (District Health authorities, local district ) and Ensure government compliance with national laws, regulations and best practices.
  • Development of an information (formal/informal) network for strategies positioning of PMS.
  • Share regular updates of PMS activities, achievements, and challenges with relevant stakeholder.

Objective # 4:

Monitoring, reporting and documentation 

  • Drafting and compilation of project reporting.
  • Ensure timely submission of donor report from the field level and ensure that all reporting aligns with the terms and conditions stipulated in the grant agreements.
  • Ensure regular update of project progress and submit report to Management of monthly and quarterly basis.
  • File and archive documents related to projects in database and hard file for future record and reporting purpose.
  • Prepare and submit reports as required; training reports, situational analysis reports and other reports needed by program manager.

Objective # 5:

 

Ensure the implementation of Internal and External Compliance

-          Understanding Policies: Ensure a deep understanding of internal/ external policies and procedures governing PMS operations and regularly monitor and assess compliance with internal / Donor policies in the province.

-          Develop and implement internal reporting systems to track compliance including timelines with organizational / donor policies.

-          Adherence to Donor Requirements: Ensure that project activities comply with the specific requirements outlined by donors.

-          Ensure the adherence to the Grant Agreement compliance specified in grant agreements.

Objective # 6:

 

Ensure the Accountability.

 

-          Holds self-accountable for making decisions, managing resources efficiently, achieving and role modelling PMS organizational values.

-          Holds the team and members accountable to deliver on their responsibilities - giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance, and applying appropriate consequences when results are not achieved.

-          Creates an environment to lead, enable and maintain our culture of child safeguarding.

-          Ensure the beneficiaries accountability at the field level.

Job Specifications:

 Full-time position based at MCHC Pattan.

 On-call availability for emergency obstetric cases as per duty roster.

 Safe accommodation and organizational support subject to Pak Mission Society policy.

Education: 

  • MBBS degree from a PMDC/PMC recognized institution.
  • Valid PMC registration.
  • Certification or training in EmONC / BEmONC will be an added advantage.

Work Experience: Minimum 2–3 years of clinical experience, preferably in maternal and new born health.

Skills and Competencies:

 Proven experience in conducting independent normal deliveries.

 Ability to manage obstetric complications and emergencies in low-resource settings.

 Strong clinical judgment, decision-making, and problem-solving skills.

 Willingness to work in a remote and challenging area like Lower Kohistan.

 Good communication, teamwork, and cultural sensitivity.
