 Key Responsibilities

A. Project Implementation & Field Coordination

  • Conduct rapid needs assessments and identify vulnerable households in coordination with local authorities and community representatives.
  • Lead field distributions of winterization kits (e.g., blankets, heaters, warm clothing, insulation materials) in accordance with SOPs and humanitarian standards.
  • Organize and facilitate community awareness sessions on cold-related health risks, safe heating practices, and preventive measures.
  • Monitor weather updates and coordinate with relevant departments for early warning dissemination.

B. Team Supervision & Capacity Building

  • Supervise field staff, volunteers, and daily-wage workers engaged in response activities.
  • Conduct briefings and on-site training for field teams on distribution protocols, safeguarding, and gender-sensitive approaches.

C. Stakeholder Engagement & Liaison

  • Liaise with local government (DDMA, PDMA), health authorities, and other humanitarian actors operating in the area.
  • Represent the organization in field-level coordination meetings and clusters (Shelter/NFI, Health, Protection).

D. Monitoring, Reporting & Accountability

  • Ensure all activities are documented with accurate beneficiary lists, distribution records, and photographs (with consent).
  • Submit daily/weekly field updates and periodic progress reports to the Project Manager.
  • Implement and promote accountability mechanisms, including feedback/complaint systems for affected communities.
  • Conduct post-distribution monitoring (PDM) to assess the effectiveness and appropriateness of assistance.

E. Logistics & Security

  • Support logistical planning for distributions, including storage, transportation, and inventory management of winter items.
  • Adhere to safety and security protocols while operating in remote and high-altitude areas.

Qualifications & Experience

  • Education: Bachelor’s degree in Social Sciences, Disaster Management, Rural Development, or relevant field.
  • Experience:
  • Minimum 3 years of experience in emergency response, winterization, or NFI distribution, preferably in KP/FATA regions.
  • Prior experience in cold wave, winter emergency, or shelter projects is highly desirable.
  • Skills & Competencies:
  • Strong field coordination and community mobilization skills.
  • Knowledge of SPHERE Standards and Core Humanitarian Standards (CHS).
  • Ability to speak Pashto and Urdu fluently; understanding of local dialects in Shangla is an advantage.
  • Proficiency in MS Office and basic reporting tools.
  • Ability to travel extensively in remote, hilly terrain and work in low-temperature conditions.

 Key Deliverables

  • Needs assessment reports and updated beneficiary databases.
  • Weekly activity reports and distribution summaries.
  • Completed distribution reports with supporting documentation.
  • Field monitoring reports, including PDM findings.
  • Final handover report including lessons learned and recommendations.

Working Conditions

  • Based in Shangla with frequent travel to remote villages.
  • May require working in extreme cold, sometimes outside normal working hours during distributions or emergencies.
  • Adherence to organizational Code of Conduct, Anti-Harassment Policy, and PSEA guidelines is mandatory.
