1. Background

Severe winter conditions in Shangla district annually expose vulnerable communities, particularly in high-altitude areas, to extreme cold, leading to health emergencies, livelihood disruption, and heightened protection risks. This project aims to deliver timely winterization assistance—including NFI distribution, shelter support, and community-based awareness—to mitigate the impact of the cold wave. The Response Coordinator will ensure strategic oversight, quality implementation, and effective coordination of all project activities.


2. Job Purpose

The Response Coordinator will lead, coordinate, and supervise the overall field implementation of the Cold Wave Response Project in Shangla. The role requires strong leadership, operational planning, stakeholder engagement, and accountability to ensure the timely, efficient, and dignified delivery of winterization support to targeted communities.


3. Key Responsibilities

A. Strategic Planning & Programme Management

  • Lead the development of detailed implementation plans, distribution strategies, and monitoring frameworks in line with project objectives.
  • Oversee the execution of all field activities, including needs assessments, targeting, distributions, and community mobilisation.
  • Ensure compliance with organizational and donor policies, SPHERE standards, and Core Humanitarian Standards (CHS).

B. Team Leadership & Capacity Building

  • Directly supervise Response Officers and field teams, providing guidance, mentoring, and performance feedback.
  • Organize and facilitate training for staff and volunteers on cold wave response, safeguarding, accountability, and gender-sensitive approaches.
  • Foster a collaborative, respectful, and safe working environment in line with organizational values.

C. Coordination & Representation

  • Serve as the primary point of contact for the project with government authorities (DDMA, PDMA, district administration), UN agencies, NGOs, and community leaders.
  • Actively participate in and represent the organization at relevant cluster meetings (Shelter/NFI, Health, Protection) and inter-agency coordination forums.
  • Strengthen referral pathways for health, protection, and multisectoral support.

D. Monitoring, Evaluation, Accountability & Learning (MEAL)

  • Ensure robust monitoring systems are in place and regularly utilized to track progress against indicators.
  • Oversee accountability mechanisms, including community feedback and complaint response systems.
  • Prepare and submit high-quality narrative and financial reports to the Project Manager and donor as required.
  • Document lessons learned, case studies, and best practices for internal learning and external sharing.

E. Logistics, Finance & Compliance

  • Work closely with the logistics and finance teams to ensure timely procurement, storage, and distribution of winterization supplies.
  • Monitor project expenditures and ensure activities are delivered within the approved budget.
  • Ensure all activities adhere to safety, security, and safeguarding protocols, particularly in remote and harsh weather conditions.

F. Risk Management & Contingency Planning

  • Proactively identify operational and programmatic risks and develop mitigation measures.
  • Support the development of community-level contingency and preparedness plans related to cold waves and winter emergencies.

4. Qualifications & Experience

  • Education: Master’s degree in Disaster Management, Social Sciences, Development Studies, or a related field.
  • Experience:
  • Minimum 5 years of experience in emergency response/program management, with at least 2 years in a coordination or supervisory role.
  • Proven experience in winterization, NFI/shelter programming, or cold wave response in Pakistan (preferably in KP or Gilgit-Baltistan).
  • Demonstrated experience in donor reporting (UN, ECHO, DFID, etc.) and budget management.
  • Skills & Competencies:
  • Strong leadership, team management, and conflict-resolution skills.
  • Excellent coordination, negotiation, and communication abilities.
  • Fluency in English (reporting), Urdu, and Pashto; local language skills are an advantage.
  • Proficiency in MS Office, data analysis, and report writing.
  • Ability to work under pressure, in remote locations, and in cold climate conditions.

5. Key Deliverables

  • Detailed project work plan and monitoring framework.
  • Weekly/monthly progress reports and donor updates.
  • Final project report including impact assessment and lessons learned.
  • Training reports and capacity-building documentation.
  • Coordination meeting minutes and stakeholder engagement records.

6. Working Conditions

  • Based in Shangla with extensive travel to remote field locations.
  • Willingness to work in low-temperature and physically demanding environments.
  • May require extended hours during peak distribution or emergency periods.
